He was born on May 25, 1915 in farm Aul of Bunako-Sokolov' selsovet of Rodion-Nesvetai district of the Rostov region. 1931 has arrived in Gorpromuch, which has finished in 1933 and worked on mine by Lenin as mechanic.

In May, 1937 he was called for the Soviet army, has got in a tank regiment. In November 1939 Prockofiev Fedor has stand on protection of Leningrad from Finnish. He was the skilled mechanic-driver of the battle machine. The commanders and soldiers loved and respected this young, cheerful and vigorous man with sensing heart. The commander of the tank of 28-th tank' regiment Prockofiev Fedor in fights with Finnish on March 5, 1940 for mastering by an island Tainarsaari has shown itself brave and courageous soldier.

On March 7, 1940 Prockofiev Fedor's tank was shot down. Were lost of the mechanic - driver and tower shooter. 7 days Prockofiev was in the tank on a neutral strip and beat off attacks of the enemy. Our soldiers delivered him in hospital for the seventh day, wounded, with the frostbitten legs. The doctors were shocked, as could survive, stand in unequal struggle this man, on which body there were 11 wounds. Feet of legs have amputated of him. When Fedor has left hospitals, he has found out, that March 21, 1940 to him appropriates a rank of the Hero of the Soviet Union.

Since 1941 for 1958 Prockofiev Fedor was at party work. Since 1958 on 1975 worked in combine "Rostovshakhtostroi"
