He was born in 1912 at village Vasilievka of Vasilievka district in family of peasant. In 1932 has ended seven classes in a village Vasilievka. 1933 has finished 1 class of a machine-building technical school of Zaporozhye city. On 1 October 1934 he was called to Red Army.

From 1934 to 1935 Ivan - cadet of case school of the junior commanders Kiev city . From 1935 to 1937 - mechanic - driver and commander of the tank of 12 Novgorod's tank brigade. Since 1937 up 1938 Kaulcko is trained in artillery school by name o VCIK in Moscow. Up 1938 to 1939 I. Kaulcko is trained in Tbilisi's artillery school. After ending a school in 1939 I. Kaulcko prior to the beginning war was the commander of a platoon 214 shooting regiment 12 shooting brigade of Blagoveshchensk city.

Kaulcko bravely battles to the fascists from begin of war. For participation in rout of a Stalingrad's german grouping, the chief of artillery of shooting regiment Kaulcko I.D. have been awarded with an award of a Red Star and medal "For a defense of Stalingrad".

Since August, 1943 up October in structure of 98-th Guards shooting regiment 68-th shooting brigade the deputy of the commander on artillery I.D. Kaulcko participated in rout of a German grouping in area Akhtirki and at speeding up of Dnepr in area of city Rghishchev up September 23 to September 24, 1943.

I. D. Kaulcko has successfully organized fire support at speeding up of the river Dnepr, which has ensured success of brigade on mastering of that military place.

In the fight I. Kaulcko has shown personal courage and feat, and was awarded by order of Patriotic War of 2 degree. December 24, 1943 to the lieutenant colonel, Kaulcko appropriated a rank of the Hero of the Soviet Union.

To the numerous awards, the award Aleksandr Nevski for mastering Lvov city has increased.

After ending war, to 1958 he continues serve in the Soviet Army.

Since 1959 up 1963 - he is director of stadium "Miner". From 1963 to 1969 - director of a cinema "Native land".
